There are several reasons why tea turns cloudy.

1. The best thing is to use filtered water (I use a Brita pitcher). My favorite way to make tea for iced tea is to use my Mr. Coffee Iced Tea Maker (I am on my second one; I have had them for years!) My tea is always clear.

2. Tried to cool it too fast.

3. Some teas have more tannin in them than others and the tannin will separate, causing cloudiness.

Now, if you put your tea in the refrigerator, it will cloud due to the separation and change in temperature. Add some boiling water to it before you use it and it will clear up somewhat.
